Appointments to Appeal Board on Public Meetings and Processions announced

     The Government today (November 13) announced an appointment and reappointments to the Appeal Board on Public Meetings and Processions.

     "Mr Peter Van-tu Nguyen, a retired Judge of the Court of First Instance of the High Court, has been appointed by the Chief Executive to be the Chairman of the Appeal Board, while Mr Gerard Chung Wai-hung has been re-appointed as Deputy Chairman," a government spokesman said.

     The Chief Executive has also re-appointed the following people as members of the Appeal Board:

Ms Linda Chan Ching-fan
Mr Christopher Chan Yiu-chong
Mr Anderson Chow Ka-ming
Mr Hui Yung-chung
Mr Edgar Kwan Chi-ping
Dr Andy Lam Siu-wing
Mrs Sandra Mak Wong Siu-chun
Ms Juling Ngai
Mr David Pong Chun-yee
Mr Thong Keng-yee
Dr Greg Wong Chak-yan
Mr Yung Ching-tat

     The appointment and re-appointments, made by the Chief Executive under section 43 of the Public Order Ordinance, were gazetted today. The term of re-appointment for Mr Edgar Kwan Chi-ping will take effect from November 19, 2009, while the term for the other appointment and the re-appointments will take effect from December 22, 2009. The appointment and reappointments are all for a term of two years.

     The Secretary for Security, Mr Ambrose S K Lee, expressed his appreciation to the outgoing Chairman, Mr Raymond Sears, for his valuable contribution to the work of the Appeal Board.  

     The Appeal Board is responsible for considering appeals against a prohibition in respect of a public meeting under section 9, an objection in respect of a public procession under section 14, or the conditions imposed or amended by the Commissioner of Police under section 11 or section 15 of the Public Order Ordinance. It is empowered to confirm, reverse or vary the decision being appealed against.
