Draft Tai Mong Tsai and Tsam Chuk Wan Outline Zoning Plan approved

    The Chief Executive in Council has approved the draft Tai Mong Tsai and Tsam Chuk Wan Outline Zoning Plan (OZP).

    ¡°The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within Tai Mong Tsai and Tsam Chuk Wan area,¡± a spokesman for the Town Planning Board said today (March 20).

    The Planning Scheme Area of the Tai Mong Tsai and Tsam Chuk Wan OZP covers an area of about 396 hectares.  It is bounded by Inner Port Shelter and Tsam Chuk Wan in the south, the Sha Kok Mei area in the west, the Ma On Shan and Sai Kung West Country Parks in the north, and the Sai Kung East Country Park in the east.  The area has high landscape and scenic value. The general planning intention is to conserve the natural environment and the rural character by protecting the natural landscape, topographical features and ecologically sensitive areas from encroachment by development.

    Residential developments in the area are mainly located in the ¡°Village Type Development¡±(¡°V¡±) zones (about 58.42 hectares), which cover the recognised villages and areas suitable for their expansion as well as other village type settlements in the area.  About 7.63 hectares of land is zoned ¡°Residential (Group C)¡±(¡°R(C)¡±) to cover the existing and proposed low-rise and low density residential developments in the area.

    About 31.16 hectares of land is zoned ¡°Recreation¡±(¡°REC¡±) to cover the holiday camps, training and recreational centres, and watersports centres in the area.  About 0.93 hectare of land is zoned ¡°Government, Institution or Community¡± for provision of community facilities to serve the local population and visitors.  Another 0.06 hectare of land is zoned ¡°Other Specified Uses¡± for the pier at Tso Wo Hang.

    In order to conserve the natural environment and the extensive areas of mature woodland, about 74.19 hectares of land is zoned ¡°Conservation Area¡±.  The long stretch of natural coastlines along Tsam Chuk Wan and the inlets are zoned ¡°Coastal Protection Area¡± (¡°CPA¡±) (about 10.22 hectares) while the fishponds in Tsam Chuk Wan and the adjoining area is zoned ¡°CPA(1)¡± (about 2.84 hectares) where recreational fishing may be permitted subject to planning permission from the board.  Another 97.05 hectares of land covering the woodland in Tai Mong Tsai valley and the well-vegetated areas around the villages and residential settlements is zoned ¡°Green Belt¡± to define the limit of development and to contain urban sprawl.  About 104.40 hectares of land is zoned ¡°Country Park¡± to reflect the Country Park areas gazetted under the Country Parks Ordinance.

    The approved Tai Mong Tsai and Tsam Chuk Wan OZP No. S/SK-TMT/4 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department, the Sai Kung and Islands District Planning Office, the Sai Kung District Office and the Sai Kung Rural Committee.

    Copies of the approved OZP are available for sale at Map Publications Centres in North Point and Yau Ma Tei.  The electronic version of the plan can be viewed at the board¡¯s website at (www.info.gov.hk/tpb).
