Broadcasting Authority issues statistics on complaints for November

    The following is issued on behalf of the Broadcasting Authority:

     In the month of November, the Broadcasting Authority (BA) received a total of 254 complaints about television and radio broadcasting services.  The number of complaints decreased by 22.6% as compared with the figure in October (328 complaints) (Figure 1).

     The top three complaint cases with the largest numbers of complaints received in the last month were the Music Video ،¸½ً¾¦»ًرغ،¹ by Freeze, the television advertisement for "Ronald McDonald House Charities" and the television advertisement for "Motorola V9 Mobile Phone" respectively.  The main substance of complaints about the music video was that it was indecent and exerted a bad influence on children and youth.  The substance of complaints about the two advertisements was that the advertisements were unnerving and violent respectively.  These three cases constituted 17.7% (45 complaints), 5.9% (15 complaints) and 5.9% (15 complaints) respectively of the total number of complaints received in November (Figure 2).    

     In 2007, the BA had received a total of 2,790 complaints as at the end of November.

     The BA has, in accordance with the relevant statutory provision, delegated its power to the Commissioner for Television and Entertainment Licensing to deal with complaints which do not involve any breach of legislation, licence conditions or codes of practice, or falling outside section 11 of the Broadcasting Authority Ordinance (BAO).  Complaints which fall within section 11 of the BAO are processed by the Broadcasting Authority Complaints Committee, with a view to making recommendations to the BA.

     As at November 2007, the BA had dealt with 26 cases.  Among them, nine cases were justified.  The BA issued one minor breach, four advices, and four strong advices to the relevant broadcasters regarding the breaches.
