Appointments made to Appeal Board on Public Meetings & Processions

    The Government announced today (December 7) the re-appointment of Mr Raymond Sears as the chairman and the appointment of Mr Gerard Chung Wai-hung as a deputy chairman of the Appeal Board on Public Meetings and Processions.  

     Six incumbent members, Ms Chan Ching-fan, Dr Andy Lam Siu-wing, Ms Juling Ngai, Mr David Pong Chun-yee, Mr Thong Keng-yee and Mr Yung Ching-tat, have been re-appointed as members of the appeal board.

     In addition, the following six new members have been appointed to the appeal board:

Ir Edgar Kwan Chi-ping
Mr Hui Yung-chung
Mr Anderson Chow Ka-ming
Mr Christopher Chan Yiu-chong
Ir Dr Greg Wong Chak-yan
Mrs Sandra MAK Wong Siu-chun

     The above appointments and re-appointments, made by the Chief Executive under section 43 of the Public Order Ordinance, were gazetted today.  The term of appointment for Ir Edgar Kwan Chi-ping took effect from November 19, 2007, while the term for the other appointments and re-appointments will take effect from December 22, 2007.  All appointments are for a term of two years.

     The Secretary for Security, Mr Ambrose S K Lee, expressed his appreciation to the six outgoing members for their valuable contributions to the work of the appeal board.  The outgoing members are Mr Kenneth Ho King-man (deputy chairman of the appeal board), Mr Cheng Yan-kee, Mr Clement Tao Kwok-lau, Ms Cynthia Chung Wing-suet, Mr Frederick Kan Ka-chong and Ms Pearl Lam Po-ling.

     The appeal board is responsible for considering appeals against a prohibition in respect of a public meeting under section 9, an objection in respect of a public procession under section 14, or the conditions imposed or amended by the Commissioner of Police under section 11 or section 15 of the Public Order Ordinance.  It is empowered to confirm, reverse or vary the decision being appealed against.
