Close of tender for Tamar

    The Government today (February 16) received four tenders for the design-and-build contract of the Tamar Development Project, upon the close of a 20-week tender invitation period.

     A spokesman for the Government said, "the four tenderers, all having been prequalified in May 2006 after a rigorous vetting process, are (in alphabetical order):-

     * China State ¡ª Leighton ¡ª Yau Lee Joint Venture
     * DHK ¡ª CRCC Tamar Joint Venture
     * Gammon ¡ª Hip Hing Joint Venture
     * Paul Y. - Shui On Joint Venture

     "We are delighted about the tender submissions and will begin the tender evaluation stage right away. Given the significance and uniqueness of the Tamar Development Project, we are also making arrangements for the design models submitted by the four tenderers to be displayed.

     "Allowing the public to view and comment on the design proposals during a tender evaluation stage is unprecedented for government works," the spokesman said.

     "We will launch the public viewing exercise as soon as we have completed formalities, like verifying the display materials against the tender submissions, tentatively in late March. We will announce the details in due course," he said.

     "Views collected will be analysed by an independent consultant and presented to the Special Selection Board for the Tamar Development Project for consideration.

     "Given the overriding need to safeguard the integrity and fairness of the tender process, the selection board will be the sole and final authority for assessing and marking tenders and deciding on the award of contract," the spokesman said.

     The selection board will assess the tender submissions against a comprehensive list of criteria set out in the tender document. The quality considerations will take up 60% of the overall score. These include the design and aesthetic aspects; planning, sustainability and environmental aspects; and functional and technical aspects, etc. Price considerations will take up the remaining 40%.

     The selection board is chaired by the Chief Secretary for Administration, Mr Rafael Hui. Members are Mrs Rita Fan, Ms Miriam Lau, Professor David Lung, Mr Alan Lai and Mrs Rita Lau.

     "The design-and-build contract is expected to run for 39 months. It is the Government's target to award the contract in 2007, and complete the project around the end of 2010," the spokesman said.
