Labour Advisory Board members appointed

    The Government today (December 22) announced the appointment of 12 members to the Labour Advisory Board (LAB) for a term of two years starting from next January.

     The appointed members include five employee representatives elected by registered employee unions, namely:

* Mr Leung Chau-ting
* Mr Ip Wai-ming
* Ms Ng Wai-yee
* Mr Chung Kwok-sing
* Mr Lee Tak-ming

and five employer representatives nominated by major employer associations, namely:

* Mr Ho Sai-chu (representing the Chinese General Chamber of Commerce)
* Dr Kim Mak Kin-wah (representing the Employers' Federation of Hong Kong)
* Mr Paul Yin Tek-shing (representing the Chinese Manufacturers' Association of Hong Kong)
* Mr Stanley Lau Chin-ho (representing the Federation of Hong Kong Industries)
* Mr Stanley Hui Hon-chung (representing the Hong Kong General Chamber of Commerce)

     Meanwhile, Mr Cheng Kai-ming and Mr Cheung Sing-hung have been appointed on an ad personam basis as the employee member and employer member of the LAB respectively.

     The Permanent Secretary for Economic Development and Labour and also chairman of the LAB, Mr Matthew Cheung Kin-chung, said that he looked forward to working closely with the LAB members in the new term.

     Ms Ng Wai-yee, Mr Chung Kwok-sing, Mr Lee Tak-ming, Mr Stanley Hui Hon-chung, Mr Cheng Kai-ming and Mr Cheung Sing-hung are newly appointed to the LAB. The others are incumbent LAB members.

     Ms Ng Wai-yee is the Deputy President of the Hong Kong Clerical Employees General Union. She is also a member of the Employees Compensation Assistance Fund Board and Employees¡¯ Compensation Insurance Levies Management Board.

     Mr Chung Kwok-sing is the General Secretary of the Hong Kong Civil Servants General Union and Chairman of the Housing Managers¡¯ Association.

     Mr Lee Tak-ming is the Chairman of the Hong Kong & Kowloon Electrical Workers Union and Chairman of the Hong Kong and Kowloon Plastic Products Free Workers Union.

     Mr Cheng Kai-ming is the Chairman of the Cathay Pacific Airways Local Staff Union.

     Mr Stanley Hui Hon-chung is a member of the Vocational Training Council and Director of China National Aviation Corporation (Group) Ltd. He is also the Chief Executive Officer-designate of the Airport Authority.

     Mr Cheung Sing-hung is the President of the Hong Kong Chiu Chow Overseas Food Trade Merchants Association, Vice-chairman of the Hong Kong Foodstuffs Association and Managing Director of Good World Food and Beverage (Holdings) Co., Ltd.

     Mr Matthew Cheung Kin-chung paid warm tribute to the six outgoing members, including employee representatives Mr Felix Cheung Kwok-bui, Mr Poon Siu-ping, Ms Wong Siu-han and Mr Cheung Pak-chi, as well as employer representatives Mr Anthony Yeung Kwok-ki and Mr Clement Chen Cheng-jen, for their sterling contribution to the LAB.

     "During their terms of office as LAB representatives, they offered constructive and valuable advice on a wide range of important labour issues. This helped the Government in formulating labour policies, and introducing measures to foster labour relations and improve employees' rights and benefits," Mr Cheung said.

     The LAB, comprising representatives of employees, employers and the Government, has been the highest level of tripartite consultative body on labour matters since 1946. It plays a key role in the formulation of labour laws and policies.

     The board comprises 12 members. Five employee representatives are returned through election by employee unions while five employer representatives are nominated by employer associations. The remaining employee representative and employer representative are directly appointed by the Government. The Permanent Secretary for Economic Development and Labour is the ex-officio chairman.
