EPD successfully prosecutes drivers for illegal disposal of waste using surveillance camera system and following public report

     Four lorry drivers who illegally disposed of commercial and industrial waste (C&I waste) and construction waste at public places in Yuen Long, Kwai Chung and Tsuen Wan were fined a total of $26,500 by Fanling Magistrates' Courts today (January 16) for contravening the Waste Disposal Ordinance (WDO). 

     An Environmental Protection Department (EPD) spokesman said that surveillance camera systems were installed at fly-tipping blackspots at Kam Pok Road in Yuen Long and Kwai Hei Street in Kwai Chung. Last June, three lorry drivers were captured by the systems illegally depositing a large quantity of C&I waste and waste furniture at these blackspots. Separately, the EPD received a report from a member of the public last July, with video and photos provided, about the dumping of construction waste by a lorry near Tsuen Wan Industrial Centre at Ma Kok Lane in Tsuen Wan. The EPD traced the people involved in these four cases using the car plate numbers recorded by the surveillance systems and the information provided by the public, and prosecuted all of them under the WDO after gathering sufficient evidence.

     The EPD urges members of the public to report to the department if they witness illegal dumping of waste by vehicles. They can provide relevant information like videos and photos to the EPD via the department's hotline 2838 3111 to help combat such illegal activities.

     The spokesman reminded all members of the construction and transportation sectors that it is an offence and a selfish act to dispose of waste at public places and roadsides. First-time offenders of the WDO are liable to a maximum fine of $200,000 and six months' imprisonment.
