Government proposes to install Pacific Light Cable Network

     The Government intends to allow PCCW Global (HK) Limited to lay a submarine optical fibre cable of approximately 39.8 kilometres in length and 100 millimetres in diameter within an area of approximately 2.19 hectares of foreshore and seabed from Deep Water Bay to offshore southeast waters extending up to the eastern boundary of the Hong Kong Special Administrative Region. The submarine cable in Hong Kong waters is a section of the Pacific Light Cable Network (PLCN).

     The PLCN is a submarine optical fibre cable system of approximately 12,800km in length, which will connect Hong Kong and the United States. It will help meet the tremendous demand for telecommunications services between Asia and North America.

     The proposed works are scheduled to commence during the first and second quarter of 2018, and primarily include installation of the submarine optical fibre cable by jet ploughing/jetting technique in deeper waters, and by divers directly in near-shore waters. The submarine cable will be buried in a narrow trench of approximately 0.5m in width at a target depth of approximately 5m below the seabed.

     The extent of the area of foreshore and seabed affected is described in a notice published in the Government Gazette today (October 13).

     The notice and its related plan are posted near the site. The plan can also be seen at the following locations:

* Sai Kung Home Affairs Enquiry Centre of the Sai Kung District Office (G/F, Sai Kung Tseung Kwan O Government Complex, 38 Pui Shing Road, Hang Hau, Tseung Kwan O, New Territories); and

* Lands Department website (www.landsd.gov.hk) under Government Notices.

     Any person who considers that he or she has an interest, right or easement in or over the foreshore and seabed involved may submit a written objection to the Director of Lands, 20/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong, within two months from the above-mentioned date, i.e. on or before December 13, 2017. The notice of such objection shall describe the interest, right or easement of the objector and the manner in which he or she will be allegedly affected.
