Fourth School Allocation Exercise 2017 opens for allocation of vacant school premises in Sham Shui Po and Tai Po Districts for time-limited aided primary schools

     The Education Bureau (EDB) today (August 9) announced that two vacant school premises (VSPs) in Sham Shui Po and Tai Po Districts are now open for application by eligible applicant bodies in the Fourth School Allocation Exercise (SAE) 2017.
 
     The VSPs identified are the ex-premises of St Francis of Assisi's Caritas School at 221 Nam Cheong Street, Shek Kip Mei, Kowloon, and Confucian Sam Lok Chow Mud Wai School at Tai Yuen Estate, Tai Po, New Territories. Details of the VSPs are set out in the Annex.
 
     "In order to meet the demand for Primary One (P1) places in Sham Shui Po and Tai Po Districts which has been increasing in the past few years and is expected to reach its peak in the 2018/19 school year, and to alleviate the expected problem of tight supply of primary school places in the next few years, the Government has identified two VSPs in Sham Shui Po and Tai Po Districts for physical extension of existing aided primary schools for a time-limited period or setting up new time-limited aided primary schools," an EDB spokesman said.
 
     "It is the EDB's preliminary planning that the successful applicants are expected to operate at VSPs from the 2018/19 school year to the 2026/27 school year to alleviate the expected problem of tight supply of primary school places in Sham Shui Po and Tai Po Districts. The premises allocated need to be returned to the Government when the demand and supply situation of primary school places in the respective districts has stabilised. The successful applicants will be required to surrender the allocated premises to the Government upon reasonable notice by the Government in accordance with the tenancy agreement.
 
     "The successful applicants of the premises are expected to fully utilise the premises to meet the transient shortfall as far as practicable from the 2018/19 school year to the 2026/27 school year upon the school allocation. The actual number of classes to be operated in each school year within the period will be subject to approval by the EDB," he added.
 
     "Allocation of the school premises will be conducted on a competitive basis. Quality of education will be the prime consideration in assessing the applications. Factors to be considered include the operation track record of the applicant school or the applicant body, the quality of the proposed school plan and the staffing arrangement upon closure of the time-limited primary school/extension of premises. In case of applications of comparable quality, priority will be given to applications which can best alleviate the projected problem of tight supply of primary school places within the time frame required. For applications for time-limited physical extension of existing aided primary schools, the administrative arrangements in relation to the operation of the existing school and the extension will also be taken into account."
 
     All applications will be considered by the School Allocation Committee comprising official and non-official members. In respect of applications for setting up new time-limited aided primary schools, each applicant body may submit one application. In respect of application for time-limited physical extension of existing aided primary schools, each applicant body may submit one application for each aided primary school seeking physical extension, and the application must be submitted by the registered school sponsoring body of the applicant school.
 
     If an applicant body submits more than one application, each of its applications will be treated as an independent one. Each application should be submitted together with the required supporting documents, a proposed school plan (of not more than 10 pages including all annexes plus a two-page executive summary), and a list of operating schools, if any. The proposed school plan should cover the vision and mission, management and organisation, learning and teaching, school ethos and support for students, students' performance targets and self-evaluation indicators, and other factors. The applicant body may also make reference to the other school(s) that it is operating and the respective performance of the school(s) to substantiate its case.
 
     In line with the EDB's established policy for school allocation, when submitting the application, the applicant body should be exempted from tax under Section 88 of the Inland Revenue Ordinance, and be:
 
(1) incorporated under the Companies Ordinance (the successful applicant body would be required to ensure that its articles of association contain all the standard clauses and articles required for allocation of a school premises); or
 
(2) incorporated under other ordinances, with its constitution satisfying the Permanent Secretary for Education as being fit to be considered for allocation of a school premises.
 
     In the case of application for time-limited physical extension of an existing aided primary school, the applicant body should be running one or more aided primary school in Hong Kong and the applicant body should be the registered school sponsoring body of the applicant school.

     The duly completed application form(s) and supporting documents, together with 22 copies of the proposed plan with an executive summary and the list of operating schools, if any, should reach the Infrastructure and Research Support Division of the Education Bureau (6/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong) on or before 5pm on September 15, 2017. Late or incomplete applications, as well as applications sent via email, will not be processed.
