     Following is the transcript of remarks by the Secretary for Education, Mr Kevin Yeung, at a media session after attending a radio programme today (July 16):

Reporter: Is there any contingency plan on the part of the government? You mentioned that there is probably no tracing back period for any new funding or new measures. But let's say for civil service pay rise, there is indeed a trace period back to April, so is it possible for students who have applied for self-financing courses, and are meant to be subsidised for the $30,000, could they have such an arrangement?

Secretary for Education:  I think the subsidies or allowances for the students are different from the civil service pay rise. The civil service pay rise has already had an established mechanism for adjustment. So the back pay is also an established mechanism to do it. But for this allowance, if the Finance Committee does not approve it before the end of the legislative session, we are not sure whether the approval will be given in the next legislative session. We could not guarantee the approval would be given by the Finance Committee in the next legislative session.
