The Transport Advisory Committee (TAC) discussed today (May 31) the review of the Fare Adjustment Mechanism (FAM) of MTR Corporation Limited (MTRCL), and traffic congestion caused by illegal parking and other offences.
"Members note the merits of adopting an objective, transparent and direct-drive formula in adjusting MTR fares. The FAM review of 2013 introduced multiple measures to reduce the fare burden on the public who travel on the railways, whilst maintaining the financial prudence of MTRCL as a listed company. On the other hand, members agree that there is room for the operation of the FAM to better respond to public concern about the relationship between the FAM and MTRCL's profitability, as well as passengers' affordability," the TAC Chairman, Mr Larry Kwok said.
Members have offered views on the existing formula of the FAM as well as factors which should be taken into account during the review.
"We hope that the Government and MTRCL would seriously consider the views collected in the public consultation exercise, and conduct the review in a pragmatic manner, with a view to properly addressing and balancing the views of various parties for implementation in the fare adjustment in 2017," he added.
In addition, members discussed and offered views on the issue of traffic congestion caused by illegal parking and other offences. Members were also briefed by the Police on the Selected Traffic Enforcement Priorities 2016.
Mr Kwok said, "There are views from the community that illegal parking and other illegal activities on roadside have become more serious, hence worsening road traffic congestion. Members have been concerned about these matters. During the meeting, we have offered views for the Police's consideration on how the enforcement actions may be further strengthened to combat these offences."
