The Chief Executive in Council has approved the draft Ping Shan Outline Zoning Plan (OZP).
"The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the Ping Shan area," a spokesman for the Town Planning Board said today (May 18).
The Planning Scheme Area, covering about 600 hectares, is situated in the western part of the North West New Territories. It is bounded by the Tin Shui Wai New Town in the north, Castle Peak Road in the south, Yuen Long New Town in the east and the Ha Tsuen/Tsing Shan Firing Range in the west.
Seven sites totalling about 32.3 hectares are zoned "Comprehensive Development Area" for comprehensive development/redevelopment of the area for residential use with commercial, open space and other supporting facilities. About 10.8 hectares of land is zoned "Residential (Group A)" for high-density residential developments. About 15.8 hectares of land are zoned "Residential (Group B)" or its sub-area for suburban medium-density residential developments. About 18.3 hectares of land is zoned "Residential (Group C)" for low-rise, low-density residential developments. Two areas, covering about 4.5 hectares, are zoned "Residential (Group E)" to encourage phasing out of existing industrial uses through redevelopment for residential use on application to the Board.
About 117.9 hectares of land is zoned "Village Type Development" to demarcate existing recognised villages and areas suitable for village expansion.
About 18.5 hectares of land, which fall within the study area of the Hung Shui Kiu New Development Area Planning and Engineering Study, is zoned "Undetermined" on the OZP pending detailed planning studies.
About 9.8 hectares of land at Kiu Tau Wai is zoned "Industrial" for general industrial uses. The "Industrial (Group D)" zone, covering about 12.2 hectares, is intended for industrial uses that cannot be accommodated in conventional flatted factories, and for the redevelopment of existing informal industrial uses in rural area.
About 19.3 hectares of land is zoned "Open Storage" to cater for the demand for open storage uses and to regularise the existing open storage uses in the area.
To serve the local and/or district needs, about 16.7 hectares of land is zoned "Government, Institution or Community", including the Wang Chau Fresh Water Service Reservoir, the Old Ping Shan Police Station, a community centre for ethnic minorities, a public library cum indoor recreation centre and schools. About 7.5 hectares of land is zoned "Open Space", while 37.2 hectares of land is zoned "Recreation" for recreational developments for the use of the general public.
A number of sites totalling about 1.7 hectares of land are zoned "Other Specified Uses" (OU). They include the "OU (Historical Building Preserved for Cultural and Community Uses)" covering the Tsui Sing Lau Pagoda and Tat Tak Communal Hall and "OU (Heritage and Cultural Tourism Related Uses)" earmarked for two pieces of land around the Tsui Sing Lau Pagoda and in front of the Tat Tak Communal Hall.
About 118.7 hectares of land is zoned "Green Belt" to define the limits of urban and suburban development areas and to provide passive recreational outlets. About 112.4 hectares of land is zoned "Conservation Area" to preserve the existing natural landscape and topographical features of the area.
The approved Ping Shan OZP No. S/YL-PS/14 is available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Tuen Mun and Yuen Long District Planning Office, the Yuen Long District Office, and the Ping Shan and Ha Tsuen Rural Committees.
Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Town Planning Board's website at www.info.gov.hk/tpb.
