ICAC Complaints Committee Annual Report tabled in Legco

    The 2005 Annual Report of the Independent Commission Against Corruption Complaints Committee was tabled in the Legislative Council today (July 5). This is the 11th annual report published by the Committee.

     The Committee is mainly responsible for monitoring the handling of non-criminal complaints against the Independent Commission Against Corruption (ICAC) and its officers. It considers findings of complaint investigations impartially, reviews ICAC procedures and practices that may lead to complaints, and makes recommendations for improvement.

     In 2005, the Committee received 32 complaints containing 106 allegations against the ICAC; 54% of the allegations were about the misconduct of ICAC officers, 35% abuse of power and 11% neglect of duties.

     As for concluded cases, the Committee considered investigation reports on 22 complaints prepared by the ICAC during 2005. Seven complaints involving eight allegations were found to be substantiated. In the course of examination, the Committee has carefully scrutinised the internal procedures, guidelines and practices of the ICAC. In response to the recommendations of the Committee, the ICAC has implemented improvement measures accordingly.

     Composition of the Committee for 2005 included: the Honourable Andrew Liao Cheung-sing, SBS, SC, JP as the Chairman, with Mr Anthony Chan Kin-keung, SC; the Honourable Tommy Cheung Yu-yan, JP; Miss Anna Chow Suk-han; the Honourable Fred Li Wah-ming, JP; the Honourable Jasper Tsang Yok-sing, GBS, JP; Ms Wong Mee-chun, JP and Mr Tony Ma (representative of The Ombudsman) as members.

     The annual report is available for public inspection at the Regional Offices of the ICAC. It is also available at the website, http://www.info.gov.hk/admwing.
